Not even US military bases enforce this much martial law on their serving residents! HOAs are supposed to be supportive to the residents in their private community. But more often, HOAs are just legal forms of extortion (like gangs do with protection payments). Looking at the bigger picture, an HOA neighborhood causes more hassle than help. It's better to join a Voluntary HomeOwners Association (VOA) which allows you the OPTION of supporting your neighborhood, but lets you keep complete control of your own property.

I lived in a condo association HOA for 12 years in Bradenton FL. Unfortunately any shortfalls will trigger a extra assessment on the homeowners of that particular association. I see a lot of the board etc being at risk to charges being filed against them.

Remember that if you live in an hoa, you don't really own your home, you don't actually have any say in what the policy is, and you will rarely see any benefits or practical use out of your payments.

The financials should be sent out to the homeowners at least once a year. Bonus??? A bonus is not a legitimate expense for an HOA.

If the Board isn't providing the financial records to the home owners as Texas Law requires, then hold a vote of all Home Owners and Recall the Board (i.e.: Fire them), then elect a new board that WILL abide be Texas Law. Also, talk to the Police and ask what is needed to trigger a full Forensic Audit of the board's accounts/expenses.

Congress passes laws to increase their salaries, to increase their vacation days and to decrease the hours of their works days. Currently congress works half a year. The only way to stop this bullshit is prosecute, file civil suits, attend every meeting or demand the data be available online and each user has pw protected access - for members only - and never quit. Just make sure board members are not protected from lawsuits or that the HOA is not self insured so they don't end up suing themselves.
