The original statement was something akin to "the human brain is only 10% active at any one time." Meaning one second you're using 10% of your brain over here, the next second another 10% over there. Then a billion people repeated it and got confused. But I don't think that idea was even true.

The thing about 'using a 100% of your brain' is that... the brain is specialized. It's not like RAM, where you have so much you can allocate to virtually any task. No matter how much you try, you can not use the visual cortex to think faster... That's just how it works. Now, the brain can slowly rework parts of the brain that aren't being used for other tasks, perhaps most famously is blind people can 'see' things through sound as the visual cortex essentially gets converted to work with the auditory cortex, but since it is still the visual cortex it will attempt to map images from the sound. Still, this is something that requires changes on a structural level in the brain so takes months or years to do... It's not something you can just switch on because you know the secret training.

In realty, it's not that we are not using 100% of our brain but that our neurons are not functioning at 100% of their maximum speed. Tests showed that a neuron is capable of producing impulses at a much higher rate than it actually does. So pretty much we could theoretically be faster thinkers
