The brake pad is worn unevenely because one of the caliper slide pins are seized. slide pins are located in the caliper bracket where the caliper screws on to it. lube them up, or else the new brake pad will look like the old one pretty soon.

Exactly ... He should also change the brake fluid (all of it) and air out the brakes after all the wheels are done with new brake pad and stuff

Dude you need an impact wrench not an impact driver. Impact wrenches have more substantially more power and torque and are made for loosening and fastening bolts. What you have is made for screws.

So those wheels are definitely stock wheels and the center caps can be easily punched out from the back and then pop them back in after painting.
