They took the salt water sponges for the skull cap and ankle that help provide a better connection for the electrodes to extend the electrocution time to make Joker suffer. They also didn't shave Joker's head. Joker really had a bad time.

He wouldn't have to STAY dead, there used to be a saying, nobody stays dead in comics but Gwen Stacey, Uncle Ben, the Waynes, Bucky Barnes, and Peter Parker's parents! That list is going down, all the time! There's a version of Thomas Wayne, Bucky is the Winter Soldier/Captain America, and, Gwen Stacey is the lead spider-powered being in her reality! There's even, I believe, a reality where uncle Ben survives.

Fun Fact: There actually was a comic book story where Joker was executed. His scheme was to have his henchmen disguised as the medical staff who would revive him. It worked. Later, there was another story where he was sentenced to death but he was actually innocent of the crime for once and Batman had to prove it because his conscience wouldn't allow him to ignore that.

@supersaurus The wet sponge is used for a "clean" transfer of the electricity to the person, so the death is as quick and "painless" as possible (for that method). Without it, the shock slowly fries and cooks the person alive. Gordon wanted the Joker to suffer.

For those unfamiliar, they refer to Green Mile, where the same execution type was sabotaged by removing the conductor (sponge), making the electricity travel slower through the body and thus roast it instead of causing rapid loss of consciousness and death.

They were holding sponges, your suppose to use a sponge to wet the Persons head so the electricity runs through them if you don’t it will just cook them alive, it’s a lot more painful
