The last time I did this, I did not get to the Pay n Spray, but I changed Tommy's clothes instead, while in 2 stars. Boom. Mission passed. The Pay n Spray is only optional.

But its a bit time consuming, you can just do a headshot and run away, at least not ideal for speedruns :)
