Do I need to get latex paint for the black base layer or could I use black acrylic paint instead (I ask because I have that on hand)

You could most definitely use acrylic paint! I usually keep a gallon of black housepaint purely for basecoating purposes but acrylic paint would work just fine (though you might find that you need more than one coat if it applies too thin).

Do you seal your projects after you are finished painting them?

Not always, but occasionally I do use a spray on sealer. I've had success with Krylon Matte Sealer 1311. I've found it's not really necessary but can't hurt as an extra step to protect your paint job.
