What solution are the residents looking for? The land will continue to slide and cause more problems. Are the homeowners looking for a Government buyout so that they can move? Doubt that is going to happen.

Worst case scenario, a wild fire engulfs the hill. With only a few roads in an out of the area, I applaud the utility companies for keeping everyone as safe as possible.

City website: “The City of Rolling Hills is a gated, residential community on the Palos Verdes Peninsula in Southern California. The community has just under 700 homes and covers an area of three square miles. All properties have at least one acre and all lots are zoned for keeping horses. The city is equestrian in nature and enjoys breathtaking views of the coastline, downtown Los Angeles, Catalina Island and pastoral canyons. The entire community is on private property. There is no public property inside the city. There are three gated entrances staffed 24 hours a day, 7 days a week accessible to guests by invitation only.” EXTREMELY WEALTHY. Pond scum “normal” people not permitted.

A foot per week movement is significant. Utilities are right to cut off service now before there's a tragedy. The resident complaining about short notice is living in a bubble considering similar cut offs nearby for similar reasons. If anything, it appears the utilities held off longer than they'd planned to. However, clout and money only go so far against nature. Their luck has seemingly run out.

Yep. And about the only deep pockets to go after. Utilities are well aware of that and taking action to minimize their liability exposure. Typical homeowners' insurance doesn't cover land movement. Also, any residents seeking some illicit way to collect (ie. fire) won't get much relatively speaking, since much of the value is in the land that's rolling away.
