Yes it can be done without eggs. Use a tspn of baking soda alongside a teaspoon of baking powder and it'll be good.

Hi. I did use lemon juice but that's optional. I use it whenever I am baking with eggs because it cuts the rawness. The rose water is also optional. It gives additional flavour but it's not a must use ingredient.
