Resizable BAR reduces performance in most applications. For example, in Superposition, MSI RTX 4060 GamingX gets 21655 with Resizable BAR ON and 22065 with Resizable BAR OFF. In games like Senua's Saga Hellblade II, the differences between PCIe 3.0 and PCIe 4.0 (I7 4790K vs I5 12400F) are insignificant.

Yes there will be bottlenecks considering this video used a faster processor and I experienced them in my testing.
