I think I read somewhere that they confirmed a recast for Part 3 because his role was too big, which I believe is a good thing. I understand respect, and Keiji Fujiwara was an amazing voice actor and will be sorely missed, but it's not fair to write off a character just because the original VA passed away.

It’s a lesson for everybody actually. Dio got beaten up because he underestimated The Turks. Cloud also could have drowned by Midgarsomr if not for Sephiroth and Sephiroth also underestimated Aerith.
