As an American, Scottish sounds like a rougher version of an "English" accent. More rugged. And those that like it that way prefer it. Think Gerard Butler. While I'm not a fan of the mumbly way he speaks, like he's trying to talk through a cheese grater, it's the image that comes up when I think about the accent. Now, David Tennant 's accent, I absolutely love!

There is no more a single "English" accent than there is a single "American" accent. Both countries have dozens of major regional variations. A Geordie sounds nothing like a Cockney, just as an Italian New Yorker sounds nothing like a Cajun from Louisiana. There is an accent media announcers use in England and the U.S. and there is an accent used by certain actors relative to each country, but none of these are typical really.

Welsh IS NOT an English accent. There are four types of Welsh accents. Southern (the valleys) Northern Western Normal (non distinguishable) I felt obliged to do this as I am Welsh

Same with Scottish. We have differing accents per region as well. Though I can't name all of them, I can certainly name two, at least. Glaswegian. Northern. I'm northern, but I don't have an accent because I'm half English. The English half is from somewhere in the south.

For some odd reason my family has a (only slight) West Country accent even though the last time one of our family was born down their was like at maybe 500-600 years ago! I’m pretty sure my family in like the 1500s was Cornish but that’s ages ago!
