Actually no, it was tracked by US planes and subs while sailing in international waters. The tracking speeds suggests it's not carry any nuclear weaponry and has a functioning nuclear reactor engine!!! So US has confirmed that Russia are doing military drills, while doing so they will spy on each other. It's always been the case, it's extremely rare for an armed nuclear submarine to enter the waters of a nations they have been ordered to keep missiles aimed at. That's the whole point of TRIAD, same applies with planes. Most won't carry nukes, only some do and they don't ever go close to the nations while patrolling. Only when things go hot, within 30mins to 1hr you'll see them get close!!! Hence they stay hidden.

The USA has maintained a nuclear arsenal in Europe since the 1950's, and Turkey currently hosts US nuclear weapons, just not the same as those that we were discussing. US nuclear strategic submarines are too quiet to detect and can stay submerged for weeks. They can fire nuclear missiles without surfacing. There might be such a sub in the Black Sea right now, and almost certainly in the Arctic and Baltic. There, I mustered more to say. Do I get a better grade?

It's not Cuba, Russia's original back yard for the USA was Alaska. Until the deal got made, Russia is looking towards Mexico for a strategic method at taking on the US. Doubt Russia and the US will get into a mass conflict, both know the risk and awaiting on either one to be weaker than before. During the training drills, they use Cuba as a hub to re-dock before heading into the Carribbean. Similar happens with NATO and other nations close to Russia. Nothing new, has always been happening since the beginning of the cold war.
