Time expressions for the second half hour are different from the first half hour! Here's a quick explanation of how to say 9:40, 12:50, etc.

It was probably worth mentioning that this does not apply to the 13-24th hours in 24h time format. I can't really say whether there is some king of regulation of that, but the style of speech dictates it. If it is a colloquial speech you rarely use 24h format so it is ok, but in any official speech you use the regular time format. So if the time is 15:40 you would say either без двадцати четыре (common speech) either пятнадцать сорок (official). On the second thought, you may also say три сорок and even сорок минут четвёртого, though the last is rarely used but not that impossible. It is true that you may also say без двадцати шестнадцать but it is used even less frequent. I can't say how much it is important for the English speakers but it may (or may not) cause some confusion.

Really? Using 24-hour format is official? Strange, my mum uses it quite frequently...quite often.

It's not official. It depends on your watches. It shows time in 12 hours format or in 24 hours format.

Note that both parts of a compound number are declined in the genitive (двадцати пяти). Contrast this with dates where only the last part of the ordinal is declined (тысяча девятьсот двадцать *пятого* года).

Yes - relevant for days of the month too (мы приехали двадцать пятого).
