Ryan Rachmad Nugraha, MD, MPH, from the University of Antwerp, shares why the Strategic Health Purchasing Progress Tracking Framework was relevant to Indonesia in their efforts to assess the strategic purchasing landscape.
Strategic purchasing refers to deliberately directing health funds to priority populations, interventions and services and actively creating incentives, so funds are used by providers equitably and in alignment with a population’s health needs. It is one way for countries to get “more for the money” they spend on health and make faster progress toward Universal Health Coverage.

This toolkit, created by the Strategic Purchasing Africa Resource Center (SPARC) and Results for Development (R4D), explains the rationale for the Strategic Health Purchasing Progress Tracking Framework and provides step-by-step guidance on how to apply it. The purpose of the toolkit is to provide guidance for a system-wide assessment of purchasing; and identify entry points and foundational steps to build toward more strategic approaches to purchasing. The Toolkit also documents lessons and resources from the Framework’s application in more than 20 countries in Africa and Asia.
