I think it‘s armor that should prevent against bruises. The police wears simmilar armor durring riots or other situations where it is more likely to get hit with a bat or other other percussion weapons than getting shot at. (Sorry if my english isn‘t completly correct, it‘s not my first language)

those are riot gear they're meant for getting hit or stabbing only. not meant for bullets

It's right here. It offers no ballistic protection whatsoever. It's designed to absorb blunt force. The outer hard shell is plastic to help disperse the energy and directly underneath it is usually padding or foam to absorb the impact of blunt objects but it will never absorb or stop around of any kind. There are styles of right gear that do stop bullets but that style does not
