In catalog item there is list type of variable and the requirement is whatever the users selected in that field , the email should be send to them, is that possible and how? In flow designer

Hi... I have a very weird issue in flow designer. I have created a flow for sc_req_item. It's really simple flow which fetches the values from variable and sets in ritm and also the system default notifications works perfectly (which i haven't created) when i test my flow. Notifications are triggered to requested for which is set from variable but it behaves weird with different users testing, for eg notification is triggered to opened by. I don't get wat could be the reason for such issue. Note: I haven't selected any event action or email action in my flow. Just a basic ritm flow which creates task.
