Mu understanding is that the ANC is in positions of power but without power. Ramaphosa can sign whatever he wants to sign but he knows that his party is not in charge. Lookat the Bela Bill signed but the custodisn is the DA minister, the Expropriation bill sitting with a DA minister. If the ANC itself couldn't imply things with a majority how are this things going to be implemented without the ANC being fully in charge.

Then go and read how long the ANC has been in power for and how many outright majorities it received so you can see that the ANC doesnt need the DA to do anything . They have had 31 years .

Ramaphosa can only change the ministers from the ANC and not the other parties. On topnof it he has his own demons in the form of Thembi Simelane and Ntshavheni. It is going to be very interested.
