The game didn't design it to counter hacks. It's just a loop to damage you until you die but for trying to freeze your HP, it won't stop or would stop if there is a certain time limit that would make your HP not reduce slowly or fast to zero. But make the HP value into zero.

If you do this, Toby should’ve made something where it goes something like this: Sans: Welp... your really invincible... huh... Sans: Well, it seems your just a cold blooded killer after all... Sans: Or should I say... Sans: *H* *A* *C* *K* *E* *R* Then it should reset the game for you, but ruin it too. You’d be sent into the game, but everything’s black and white. The first noticeable difference would be that you have so little HP that you’ll die from any attack. Then, when you fight Flowey, he says “Die dirty little HACKER!” And turns into Omega Flowey. Then, you’ll see that your name is “Frisk” so it’s locked in hard mode. OF will kill you, and you will have no fight button. But when he kills you, Toriel kills him, and acts completely normal. However, after a knock in the door, Toriel try’s to kill you, and calls you a dirty little hacker. This happens along the game, with impossible attacks, that makes you need to hack. In addition, every boss has 999999999999999999999999999 health, so what would normally kill them won’t. All the monsters have the same amount, and are also impossibly hard. In addition, “Glitches” will make you not be able to pass through areas until they go away. In addition to not having a “Fight” button, there’s no “Mercy” button either. To be honest, though, I sometimes entertain the headcanon that Sans does have determination (or ingests it before your battle with him), which is why he bleeds once you manage to kill him. Basically my headcanon is that his sweat is actually him starting to melt but his physical shape is enough like a human or he drank little enough (plus he has nothing to fuse with) that it doesn't happen fully and the blood is actually determination. It would also explain his seeming knowledge of the RESETS and loading (since determination is a key factor in that) *Insert Game Theory outro*

All these comments about standing there for all of eternity or getting counterhacked by Sans and what really should be going on is that Sans should acknowledge your determination to survive and "make things right." Because let's face it, only people who are intentionally TRYING to go through with the Genocide Run will actually do the Genocide Run. So, the real punishment would be to lock the person OUT of Genocide, thrust them onto the neutral path, and overwrite their save file so they can't just escape key out and reload the Genosave. "oh. well. you sure are determined to accept my mercy alive, huh?" *You indeed were filled with determination. File SAVED. "welp. i'm going to grillby's. i'm sure a dirty hacker like yourself knows just what to do to fix everything." You are now locked out of the genocide route because you spared Sans. Congratulations. And if Toby wants to throw an extra wrench in the gears, RESETing after botching Genocide in this fashion should alter your initial encounter with Sans, who remembers the hacking event. Instead of referring to himself as a "new friend," he'll say, "C'mon. Don't you know how to greet an *old friend*?" with his eyes blacked out. "I'm watching you."
