Then, Tobi arrives to tell him the truth about Itachi (5). Sakura soon joins the party by telling him she "loved" him (6). Sai tells him the decision that his comrades have made (7) and that Sakura plans to deal with Sasuke by herself (8). And, now finally Gara comes to tell him what happened at the Gokage summit (9) and that he won't show Sasuke any mercy either (10). That's 10 blows our boy has taken, in addition to losing his master and having his home destroyed! No wonder, he panicked!

Danzo should have been a great character, a counterpoint to Naruto's ideals - the other half of Nagato's argument actually. Danzo represents the reality of the world they live in - he's not practically wrong, just morally. Danzo is focused on the reality but that same work prevents the kind of peace that Naruto works towards. In that same vein of pragmatism, Danzo operates in an underhanded fashion. Because that's what's most effective. That's what keeps Konoha safe and powerful. He's figured out the bigger picture and knows the shinobi need to control more than the battlefield, need to stop those battles before they happen. He knows that training children into effective shinobi is an unfortunate requirement for the good of the people - because even if you don't, your enemies could, and then you'd lose. He's literally just come out of 2 world wars - peace is provisional. But our reality is that he wasn't written well, wasn't given much focus, and instead given the blame for most of the evil in Naruto and subsequently a bunch of stupid policies that wouldn't actually help his supposed cause.

He is absolutely complex. It's also true he's the architect of a LOT that goes wrong in the story. So much of what happens is partly or even fully because of Danzo. The fact that he admits that he basically had Itachi murder the entire Uchiha clan for power was perhaps his greatest mistake.
