@Alexandre Frasca Sasuke only needs to use "natural" lightning when he's low on chakra. He could've used it at the beginning of this fight but, his strategy was to weaken Itachi first so that he couldn't counter it (genjutsu or shadow clone). As for why Oro stopped him from using it against Team 7, the manga gives 2 good reasons: 1. Oro has been interested in watching Naruto develop since the chunin exams. Sai, Sakura and Yamato might have died but, Naruto would've just started sprouting tails. Naruto is Pain level at 6 tails (game over). 2. Oro wanted Konoha to keep killing Akatsuki members for him.

Lol. Kakashi was fighting a clone version of Itachi at the time too. That clone version of Itachi was only able to possess 30 percent of the originals chakra. Not only was that version was simply incapable of using the mangekyo. That genjutsu which he used on the Kakashi clone was one of Itachi’s regular genjutsu originated from his sharingan
