WHAT IF I HAVE A PHOTO SAVED ON MY IPAD PHOTOTS AND I WANT TO SAVE IT TO A FILE FOLDER ON MY IPAD AND I DON'T WANT TO SAVE IT TO A CLOUD APP FIRST?

Just save it somewhere outside of your Desktop and Documents folder like Downloads.
