Police Report: On August 1st, 2023, at approximately 11:10 hours, I observed a red Audi Sedan traveling south on 27th Avenue approaching 43rd Street. As the vehicle made a right-hand turn from 27th Avenue onto 43rd Street, it did not stop at the stop sign. I then attempted a traffic stop on the vehicle in my marked patrol vehicle in the 4300 block of 28th Avenue.
Upon activating my emergency equipment, the vehicle made no change in speed and made no attempt to pull over. I then activated my sirens, and the driver continued to flee northbound on 28th Avenue. As the vehicle approached 45th Street, Deputy Gruber turned onto 28th Avenue in his marked patrol vehicle. The driver, later identified as Kawana Wright, passed Deputy Gruber and turned westbound on 45th Street. I continued to drive behind the vehicle with my lights and sirens activated. The vehicle's speed fluctuated between 35-50 MPH in a posted 35 MPH zone. Again, Wright made no efforts or signals that she was pulling over. At certain times, my marked patrol vehicle was almost parallel to Wright on her driver's side, and she continued to flee.
Due to Wright showing no signs of pulling over, I conducted a PIT maneuver in the 3800 block of 45th Street. The vehicle then went off the roadway and continued through a ditch, and began traveling eastbound in the 3800 block of 44th Manor. Wright then opened the driver's door as if she was going to flee on foot. I then got behind her again, and she closed the door and began to accelerate. I then performed a second PIT. The vehicle then turned 90 degrees again and came to a stop. Wright attempted to flee again; however, she struck a tree at approximately 5 MPH.
Wright was slow to comply with commands; however, she eventually exited the vehicle and laid on the ground where she was taken into custody without further incident. Wright made spontaneous statements to Deputies that she was going to turn herself in and that she had a warrant.
Upon running Wright through communications, it was confirmed that she had an active warrant for failure to appear for driving with a license suspended, and an unregistered motor vehicle. I was also advised that her license has been revoked since 2016, and that she has an active suspension that became effective on 3/13/2017. According to the Indian River Clerk of the Court, Wright was given a criminal citation by the Vero Beach Police Department on 5/16/2023, for knowingly driving with a license suspended. This proves her knowledge that she was suspended on today's date.
Post-Miranda, Wright made statements along the lines that she did not run, and then that she pulled over and then ran, and then stated she didn't stop because she was scared.
Wright was issued Criminal Uniform Traffic Citation for driving on a suspended license with knowledge, and Criminal Uniform Traffic Citation for fleeing and eluding.
