The evidence will be upheld as admissible. No different than CODIS and fingerprints that may have been taken years before.

Why can't they get a warrant issued to take a new DNA sample from this guy?

For that, you need probable cause. I would guess that, outside the dubious blood sample, they don't have enough evidence to demonstrate that.
