I feel so much more hope for the poetry paper and an inspector calls too ... not sure if you'd read this, but here's my answer to your question. Scrooge's family is used by dickens to give context towards scrooge's character. It encourages sympathy and foreshados his future, too. By showing how he had been isolated as a child, and had been "a lonely boy", DIckens could be suggesting his isolation in the present is not entirely self-inflicted, but also a product of his early childhood. Moreover, by having Fan say that his fathers "much kinder" and "home is like heaven", we could perhaps feel sympathy knowing his early childhood was perhaps not as pleasant, with hope that Scrooge has potential to redemption, as his father did. Showing us Fan and Fred as jovial, generous with love and philanthropic, Dickens presents the exact foil of Scrooge too, highlighting his misery and misanthropy of the present, perhaps even promoting Victorians to reflect on their own behavior and transform their attitudes towards family, and to an extent, society for the better. So, evidently, Dickens' decision to include his family, is not entirely pointless at all, as it provides us with a sense of sympathy and hope for Scrooge, thereby aiding us in becoming emotionally invested in his journey of redemption.
