Yup, since the spirits are manifestations of the environment, it stays to reason that she couldn't help them since her bridge to the human world was corrupted. Similar as to why Haibai the spirit from season one, Winter Solstice, the big forest spirit was corrupted as his domain was being torn down.

I don't think there's any canon explanation for the painted lady only showing up at the end, but we've seen spirits be affected by their environment before. Think Hei Bai in season 1, he went on a rampage because his forest was burned down. So the theory that the health of the river is connected to her strength is the most popular.

From what I understand on the Eastern Asian views on spirits they are mainly nature related and are affected by the natural occurrence they are tied to, so when a river is polluted it would affect the spirit's form, a good example of this is in Spirited Away with the Grand River Spirit, it's river in the physical world was polluted with trash so in the spirit world it looked like a walking sludge monster and it wasnt as powerful as its form when the water is cleared.

@10:17_Yeah but destroying the factory and scaring off the soldiers doesn’t really help the people of the village, not in the long run anyway. I mean it’s not like team Avatar can stay there and keep doing that every time the army comes back. By the time the Avatar leaves the military (who doesn’t believe in spirits, nor do they care about them) will return and in force to destroy that village, killing all the people there or at the very least in prisoning them. It doesn’t matter what the soldiers that were there say about “The Painted Lady”, they’ll be looked at as crazy and incompetent. Soldiers who couldn’t keep a factory safe from a measly fishing village, that should’ve been cleared out from the very beginning. Sokka was right all along; they shouldn’t have done anything, and in the long run probably caused more harm then good, but Katara’s heart was always bigger then her head. Katara’s too idealistic, inpatient, and dumb; she displays poor long term thinking, and her overly simplistic solutions to very complicated situations can and will (unintentionally) hurt more then help. The Painted Lady and the Great Divide are the the worst episodes in the series. Thank goodness they’re both filler.
