The real answer is you don't HAVE to. I work in Asset Protection and most of the time we will receive a subpoena/request for records and they will state we can either send a Certificate of Records summarizing your qualifications and the evidence provided, and if one is not returned they may reach back out to request testimony regarding the evidence turned over. Otherwise there's no guarantee the files are authentic and/or accurate. The reality is we would need to pump more funding into the criminal justice system in order to process and prosecute all crimes. Are you willing to ask Congress to adjust their budget allocations or are you willing to pay additional taxes? We need to get the funding from somewhere. As it currently stands, many court cases are crazy backlogged and it can take weeks or months before a trial takes place. If I were wrongfully accused of a crime I did not commit and I couldn’t make bail and had to wait it out in county jail until the matter can be resolved by a judge, I would be absolutely miserable and terrified of dying in county jail. All because city resources were tied up prosecuting misdemeanor offenses. Is it right? No, absolutely not. Criminals should be punished. But it’s going to require a heck of a reform across the entire system in order to start prosecuting every enforceable crime. And bear in mind court cases usually take multiple days for arraignment, motions to delay a case, or if a lawyer has to reschedule due to conflicting schedules, plus jury selection, etc. This is all before it goes to trial. And in between that prosecution will be negotiating with defense for a plea bargain because settling this out of court saves the city (aka tax payers) money. Operating a trial costs money. And we would need to build more courtrooms just to have space to process these cases. And hire more prosecutors, cops, detectives, public defenders, county jail staff, etc in order to process all these extra people.

Trust me, if a cop in San Francisco saw you shoplifting like that in the video, you'd be under arrest. What this is going to lead to is that there will be no inventory in stores. Closest you'll get to a shopping experience is that you'll scan inventory cards with barcodes, then it'll be handled like a curbside delivery order. And then three-five years from now, people look around like "how did we get here?" and pretend we haven't seen it coming since 2020.

It won't be anything truly new. Back in the 1980s, we used to have a place called Service Merchandise. It was like a Sears or any other giant retailer, but it wasn't self serve. You had everything they sold on display, but to buy it you had to put in a order form and pay, and then a little while later, your stuff would come out of an upper floor warehouse down a conveyor belt. There was very little inventory "shrinkage" or opportunity for shoplifters.
