It's Isildur I think. Because when the ring came off of Isildur in the game I think that was the bit of his soul that was loyal to Sauron. So Talion is wearing the ring which has Isildur's corrupted soul. 1:21 "it whispers to me"

Its very heroic not just resisting the ring and the Witch-King, but also enduring the absence of anyone telling him hes doing the right thing. He could have just convinced himself its a waste of time and that Saurons too powerful. At least Celebrimbor was there to remind him of revenge. The fact he convinced himself he could hold Mordor is very ambitious

At this time, Sauron and Celebrimbor still locked in constant battle for dominance. Isildur have already been set free to the afterlife by Talion. The only other person Talion have contact with now would be the Witch King. They talked when Talion arrive to claim the fortress, the Witch King trying to convince Talion to join their rank. At the end when Talion finally fell, he was the one who stepped up and tell him it is over. So these whispers are just the middle part of their entire conversation.

You actually can, but the skin changes back to normal Talion on certain missions. If you complete the main game, along with Blade Of Galadriel and Desolation of Mordor, you'll unlock, Dark(Nazgûl) Talion, Hunter Eltariel, Baranor, Baranor's brother (if you get a gold rating during Desolation of Mordor), and Dark Eltariel as skins for when you start a new game.

It's both the Witch-King and Isildur that's talking to him. The Witch-King is telling Talion how he'll soon fall with each passing year he wears the ring. Isildur is also speaking to him, cause he says "I was like you once, I resisted. But soon, I fell. You, too, will fall." Talion is not only hearing the Witch-King's voice, but he's also hearing Isildur's voice.

It Is the witch king's voice, he probably was also against Sauron and fell for the power of the ring but little Is known about this. And he is the one that is trying to make Tallion to join them. Witch king only could wait. He also says that there Is nothing left of him. Isildur was released, and him being able to revive was just the rings doing, nothing that has to do with him. So no, It Is only the Witch King.

Isildur is probably taunting Talion about how he'll soon lose his humanity to the rings and join them, along with the Witch-King telling Talion that it's his destiny to join with Nazgûl.

No, it's not Celebrimbor's voice. Tyelpe became one with Mairon/Sauron. Although, Isildur's wrath was somehow either released or trapped in Barad-Dûr. It's the Witch-King, who is talking. Remember in Act III, there is a video, with Shelob talking, where we see Talion becoming one of them, with Witch-King welcoming him. Remember this line, too: "Your fate was my fate. I resisted, but like the others, I too fell." 2:07
