The judge is doing what their job entails, they are observing the instructions of their bosses. This is far more the responsibility of the minister of police and police themselves.

Any person who represents an organisation and commits an act of serious criminal nature whilst wearing the insignia of that organisation, brings that organisation into ill repute. If the leaders of that branch of the organisation, or of the organisation proper, endorse such criminal actions, not only should the offenders be treated accordingly under the law but also Justice should be brought to bear on the Organisation itself for having supported such offending. Doling this would reinforce collective responsibility upon the ring leaders of those organization's for the actions of their members. It might cause a change in the behavior of the members of those organization's if their whole movement is held to account.

Employees are also often held liable by the company if there is misconduct in off duty hours and the employees are wearing a company logo or using a vehicle with company signage.
