SPOILERS Wasn't god. The buckle gave the man healing powers and knowledge of the divine. Which led him to believe he was God. A lot of hints confirm this: Not remembering why he hated lucifer so much, Not knowing his wife was on earth (but he's the reason shes there), when the goddess says she didn't recognize him and after kissing him, she knew it wasn't him.

Well, he does say the same thing, and the Medallion of Life (his belt buckle) gives its wearer the Knowledge of God, as well God's healing and regenerative powers. The knowledge comprises both insight and the full memories of God at the time he created the medallion. So Johnson recognizes Samael, but doesn't remember the Rebellion, the Fall, nor sentencing the Goddess to be kept in Hell. That's why he's so confused by Lucifer being angry enough to want to destroy him, and doesn't know why Lucifer's upset, nor remember why he was ever upset with Lucifer. The Key (Amenadiel's necklace) confers the Strength of God, and bestows on mortals superhuman strength and endurance, even fortifying their bodies enough to survive bodily transition between realms (so Chloe wearing it was able to bodily travel to Hell and back, which would normally kill a human) and to conceive a child with a fully empowered angel (which is how she and Lucifer were able to conceive . . . conversely, Amenadiel got a woman pregnant while he was temporarily mortal). It also gives mortals divine arrogance, making them drunk with power. The Blade of Death (Azrael's Blade) can kill anyone it cuts, even angels, and drives its wielder to fulfill its purpose (murder), although celestial beings are mostly immune to that effect. The three pieces united form the Flaming Sword, the weapon that barred mortals from returning to Eden. It was split apart to prevent Lucifer from wielding it against God during his Rebellion. So, when God Johnson said he loved Samael and was proud of the man he'd become, he was saying exactly what God would have said in that situation, because the Knowledge of God had basically supplanted almost all of Earl Johnson's sense of identity. I know that he wasn't really God but I can't help myself thinking that He was somehow a part of him. "God Johnson" knew the name of Samael and knew that God has a wife... He knew His feeling for "Mum"... In this scene, he spoke with his heart to his son, Samael (and not Lucifer)... So when I said God was a part a God Johnson, I mean, God obviously didn't take his body like Lucifer did, or Mum, Maze or Amenediel, but He didn't just gave to this human the knowledge of the Divine with the belt, he also let him express some part of His feeling for His son and His wife... The emotion in Lucifer's eyes, their verge of spilling over when "God" says "I'm proud of the man you've become" is heartbreaking. Especially considering that it comes JUST after "God"' gives himself away by saying he doesn't remember the reason he was angry with Lucifer. I seriously doubt the Almighty can get Alzheimer's so my theory is that he's more or less a Horcrux, a piece of pre-rebellion God preserved in the blade piece.

This series made me come up with an idea for a new series they could do, but this time the character could be the grim reaper aka angel of death. The plot can be about him or her being tired of carrying soles to the judgements and decides to retire, but ends up doing his/her work in usa. Could be a good series

I don't think it was really god just some of god in that human. Because you've seen his mother posses Charlotte's body and that's different then from here.
