I`d say, Plastic Man also fits into that category "silly character, who is no joke". Yeah, he plays the role of comic relief, but due to his control over his body on a molecular level, almost absolute indestructibility make him one of potentially one of the most dangerous 3-dimensional entities. Even Batman doesn`t have a plan for eliminate him in his contingency plan, the only thing he could think of - is to temporarily neutralize him. Froze, shatter, send the shards in different places, like The Phantom Zone and basically just hope, that he always will stay on their side. I also once heard, that he was officially considered by Superman and Batman as the most powerful non-reality warping entity. Meaning, that only magicians and literal gods above him. Not sure if it`s official, but, due to how O.P. he is, it makes sense.
