Galactus only had one Herald before the Silver Surfer, and this person could not have been it. The Fallen One, as that first herald was known, is imprisoned somewhere as he became to loving of the destruction, not only needing to feed on life as sustenance like Galactus, but enjoyed bring death and destruction to others and so Galactus ended his time as herald and imprisoned him. Galactus did not take another herald for many thousands of years after that until Norrin Radd offered to become one to save his planet of Zenla. Instead of making him of the dark energy that the first was once created, Galactus created the Silver Surfer from a percentage of his own cosmic power in hopes that he would not become a terror like the first. The Silver Surfer then sought out living planets with no sentient life on them to feed Galactus, but over time, the search for them took too long and so Galactus manipulated the Silver Surfers memories and thought processes so that he would instead only take a certain amount of time seeking such planets before settling on the nearest living planet, sentient lives or not. The Silver Surfer would then arrive as quickly as he could to give the planet warning so they could leave if they had the capability. It was not until the Surfer was forced to go to Earth,having been unable to find anything without sentient life in some time, and a chance meeting with the blind sculptress Alicia Masters, the girlfriend of the Thing, a member of the Fantastic Four, that the surfer gained his old memories, and rebelled against his master, helping the Fantastic Four in getting Galactus to leave Earth, and agreeing to never return. The Silver Surfer was than exiled to the Earth for a time, unable to travel the stars as punishment for his betrayal. In the meantime Galactus returned to Zenla, destroying it in order to feed. The Surfer was later freed to leave Earth again after Galactus reneged on his agreement, and returned to try and feed of the life of the Earth, but was once again turned away by Earth's super powered defenders.

Hello imkluu. Thank you for your comments. It is always gratifying to see that there are people out there who care deeply about the Silver Surfer character. When I made the alien character for this film, I thought of several options. Either he is the Fallen One, stripped of his powers and finally repentant of his ways. Or he is a random alien that is very aware of the danger that is Galactus and had to say something to the Silver Surfer that would get his attention. But also, why couldn't he be a former herald? As it says on the Marvel wiki, "the ancient history of Galactus’ heralds remains rather vague." It is a span of time that comprises millions of years. In the original script, the alien was called the 'Golden Herald' and there was a larger backstory, but the animation tests did not look satisfactory so I cut that portion from the final film. Now I leave it to the audience to fill in the backstory.
