Shut down the trade depot and reopen them. See if that helps

It's not going to ship it immediately. It's a good place for your industry to store goods in addition to sending it to commercial. This will keep your industrial areas happy. You may need more freight lots or more trade depots. If you check the happiness the industrial building should be happy
