It's based on your level, which is why you're more likely to see supports respawn quicker if they feed their carries well and sacrifice themselves to protec them.

I feel like Pyrion's views on the farming support thing are a bit weird. There's a modicum of truth to it; you do want to be able to take a camp occasionally. There are times where you need to take some creeps to finish an item very quickly. But you never need to buy an item to enable your farm on a pos5. Never. I mean what time window do you take a creep camp, that would "otherwise be dead money"? Because if it's close to 40-50 seconds, you should just stack it. If it's before that, chances are a farming core will be able to make their way there and sweep up the camp before stuff respawns. If it's even earlier than that and there's no one gonna be there, you're tremendously out of position and likely needed in a fight on the opposite end of the map, as opposed to farming. Even when I play Rubick 4 I don't just mindlessly blast every wave I find (aiming to kill). Often enough I just throw a weakening bolt that won't kill, so a core can just sweep up the money with one spell and we can move on to do other shit. As pos5 there's essentially no time or space to farm anything. You move around with people or you place wards or you help out in fights. If there's farming downtime, as the number suggests, you are the last person who should tackle camps.

32:10 Spoilers: To answer Lewis, you weren't picking smart fights. The enemy team were out-attritioning you with their passives (Drow's passive means that TA has loads of AGI; Lifestealer lifesteals), and generally running you down with SB + Drow + blinks (and Lion slow to an extent). With this lineup, in the mid to late-game, generally, you aren't going to win head-on 5v5's. In these scenarios, you need to gank. You need to place aggressive wards, shove some waves, stay out of vision, and look for some easy pickoffs with smokes preferably on their cores.
