As a French Canadian from Montreal, based on what French I've heard Sips speak, he has a wicked accent but seems to be comfortable with the grammar. I know some people in Montreal who can get by with very little French since it is very metropolitan but that may not have been as much the case 20 years ago. I also remember him saying a long time ago that he and his friends went to drink and go to the Casinos in Quebec because the legal drinking age is 18 instead of 19. All in all I would guess that he could speak it quite well when he was young (though he may be less fluent now)
