Yeah.... They don't actually get evacuated. That's just a lie to make you feel better about directly being the cause of their deaths. If you jump back down, you'll see all their bodies there. The only ending where people get to live, is if you either persuade the arbiter to stop, or kill him and return with his helmet to show him he has no choice in the matter.
