It's not quite 1:1. Shadow is way more melodramatic and flowery with his language in the US dub, while in JP he still has dialogue pretty much identical to his core personality from SA2. Best example is the difference in how he addresses the Biolizard.

Kazumi didn't do Rouge for the 4kids cast, that's Kathleen Delany and Jeff Kramer was just a fill in for Omega in Shadow 05 because Maddie originally was going to voice him in that game.

I think the answer is Black Doom states he needed The Emeralds to "amplify" his Chaos Control ability to its utmost limit. So that would imply that he and Shadow can only teleport a certain distance or a certain amount of objects with none or only a few emeralds. So since he only has one here he couldn't warp to The Ark.

@@ThomasCapella Yeah, I've never understood why people assumed Shadow Chaos Controlled to the Ark from Prison Island with just one emerald these past 23 years when we never had any direct confirmation of it, on top of having a nearly 4 hour window between those scenes. Chaos Control with one emerald only allows him to slow down time, not grant him to the ability to magically fly upright fast and strong enough to defeat Earth's magnetic field, break atmosphere and bypass zero gravity. The only time we ever had visual confirmation you can pull that off is in the Shadow05 finale, but that was in his Super form with all 7 emeralds on deck. And even if they argued Shadow "used Chaos Control to reach space in that one scene in the Dark path", that's actually false: The Chaos Control effect we see throughout Shadow05 belongs to Black Doom, not Shadow. Let's not forget Black Doom claims he transported an entire air fleet onto Earth 2,000yrs ago, and it's up to debate whether he used Chaos Emeralds back then. Hell, he even digitized Shadow without using any himself. TL;DR Shadow's Chaos Control is limited with one emerald, while Black Doom's is borderline broken without them. He's the father after all.
