Nope. He is high tier thanks to his barrier-shredding and ability to tack damage on, but not in the leagues of Knuckles, Espio, and so on.

sonic and knuckles are top tiers. espio is actually just ok. honey/knuckles are very easy to play well compared to Sonic, so good sonic players can be harder to find even if he's on knux's level.
