Martial law is basically where the military takes charge and the ordinary rule of law is suspended. The idea is that when a crisis occurs and the ruling government is unable to keep the peace, the military steps in and establishes order and then gives control back after things have settled down. Not many countries have martial legislations.

There is some truth to the fallacy that martial law is a risky but often effective measure used as a last resort to subvert the legitimacy of an unpopular but democratic government. To be effective, strong support from the military is necessary but even more crucial is to be utterly ruthless in it's implementation.

关键是现在的中国民众还是普遍支持共产党执政啊。虽然现在中国内部也有很多问题，也引起了民众的颇多怨言，但绝大部分民众还是支持共产党的。因为一党执政，基本没有政治斗争，即使有也牵扯不到普通民众，老百姓也不会感兴趣。所以根本就不存在你所说的推翻“独裁”，民众会根据自己的切身感受监督共产党，共产党也也会适当做出调整来满足民众需求。所以，一个来自中国的普通人这么回答你。
