Many pundits in South Korea point out the soldiers' demeanor at the time. It seemed they weren't keen on doing their job, let alone arresting the opposition party members they were ordered to. The news reports that most of them are special ops. They know their job well and would have no problem rounding up all those politicians. But they sort of looked the other way, doing a half-hearted job as if they were just making it look like they were following orders.
