Cartman’s character has kind of changed over the years. In the early seasons, he was more of an idiot than he was malicious. That changed, in later seasons he is a diabolical genius. I consider this episode to be the ultimate transition point for cartman.

Not really. A sociopath doesn't empathize or understand emotions. Cartman does. He goes out of his way to hurt others. In this case, he intentionally goes out of his way to kill Scott's parents and savor Scott's tears. That's a psychopath, not a sociopath.

They don't experience sadness or distress, which Cartman has done numerous times (when he has a material possession taken away from him). And while they can experience resentment, they also don't see the point in holding year long grudges because they see it as a waste of time that could be better spent by moving on to get what they want from other people. And holding grudges over several years is something Cartman is fully capable of in regards to Kyle, hippies, Jews, Kyle, racial minorities, Kyle and Kyle. I don't think Trey and Matt had any specific antisocial disorder in mind when they developed Cartman, which is probably why he shares so many traits with different ones. I think they just tried to make him really evil.

Psychopathy is entirely not understanding that kind of stuff, and thus you wouldn't hold grudges like this most likely. Sociopaths are the dangerous ones.

First this episode which was the shift from dumb Cartman to evil Cartman, then Kenny Dies which killed off Kenny “permanently” and made room for Butters to really make his mark and become a main character.
