Trooper Little's Report:
On December 6, 2023, at approximately 11:24 p.m., I, Trooper Jeb Little #586, observed a red passenger car traveling 75mph
in a 50mph construction zone on I-30 WB near 141MM. I initiated my emergency equipment to initiate a traffic stop with the
suspect vehicle. The suspect vehicle took the 141MM exit, failed to yield, and began to flee west on Bishop Lindsey Avenue.
V1 drove in excess of 60 mph in a residential neighborhood towards North Main Street.
At approximately 11:24 p.m. I advised dispatch I was in pursuit. The suspect vehicle then ran through a red light at the
intersection of Bishop Lindsey Avenue and North Main Street. The suspect vehicle turned north onto Main Street and continued
to flee. At approximately 11:25 p.m. I executed a Tactical Vehicle Intervention causing the suspect vehicle to collide with the
concrete wall located on the east side of the roadway. The suspect vehicle came to final rest against the concrete wall facing
north. No damage occurred to my patrol unit.
At approximately 11:25 p.m. the suspect, Kaleb Tharpe, was taken into custody. Trooper Daniel Parker arrived on scene shortly
after. Trp. Parker and I conducted an inventory of the vehicle. Trp. Parker located a Glock 19 handgun (SN: FFU461) sitting in
the driver's seat of the vehicle. I located two bags of marijuana, numerous small clear plastic bags, and a black electronic scale
in a backpack located in the rear passenger seat of the vehicle. A.C. Lewis was called to tow the vehicle. As Trp. Parker
completed the inventory of the vehicle, I transported Mr. Tharpe to Baptist Hospital to be medically cleared. Upon being
medically cleared, Mr. Tharpe was transported to Pulaski County Detention Center and charged with the following:
27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-14-716: IMPROPER DISPLAY OF LICENSE TAGS
5-54-125(d)(2) 2023: FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT
5-64-436(b)(2): POSSESS W PURPOSE DEL CONTROLLED SUBSTANCE SCHED VI 14g 4 oz
5-74-106: DRUGS AND FIREARMS, SIMULTANEOUS POS OF
5-64-443(a)(1): POSSESS DRUG PARAPHERNALIA
5-64-443(a)(1): POSSESS DRUG PARAPHERNALIA
27-50-302(a)(2): RECKLESS DRIVING
27-51-601(d): FAIL TO OBEY STOP SIGN
27-16-303: DRIVING ON SUSPENDED LICENSE
27-16-601: FAIL PRESENT DRIVER LICENSE
27-22-104: NO LIABILITY INSURANCE
27-37-702: NO SEATBELT
27-14-306: FICTITIOUS TAGS
27-14-701: OWNER FAIL TO REGISTER VEHICLE - EXPIRED TAGS

This shows why I love the ASP so much. This officer perfectly pitted the perp exactly 30 seconds after pursuit began. 30 freakin' seconds. And during the arrest he was 100% professional and cool as a cucumber, not yelling & screaming like some cops. He is a credit to the ASP, the USA, and the human race in general.

I think this is the most calm trooper and suspect interaction I’ve ever seen! Both are talking in normal voices, no yelling, no cussing, no derogatory statements. Admirable of both of them, even if the dude did run!

Even though the driver is only 20 and still basically a kid, the trooper treated him as a fellow human being and offered him advice that clearly was instilled while he was growing up.

@@christiangonzales7429 I think buddies may be overstating, I saw it in this case more as fatherly advice. I have seen other police videos where the cops seem to surrender dominance to the criminal in an effort to be buddies. Just maybe, maybe a little fatherly advice may save the trooper having to chase him again.

Seems some people haven't learned that the tolerance for those wanting a chase is really small these days, meaning you're getting PIT/TVI very quickly if the Trooper has the chance. So then you get the speeding ticket and other charges plus you get a wrecked ride too. The Trooper's ride is just fine...haha.

That was not only a polite and respectful cop, but also even talked to him and explained it all in a few words including a life lesson talk. Also, the guy, once they had him, he just complied and was respectful too.

This is a perfect example of a trooper. Can be aggressive and loud when necessary, but firm and educational as well. You can certainly tell this trooper emphasized with his "make better choices" how routine this would have been and how disappointed he was. Have you ever noticed when in a conversation with people and you tell them you're "disappointed" by their actions how much it strikes a nerve? Not all, but a lot. I've used that several times in my conversations with a few kids I've dealt with in my job, because I truly was, and almost all of them by the time we were done were wiping tears.

This Officer is the best example of professionalism I have seen in a long time! Treating the suspect with respect and not with anger. This is the reason for a smooth arrest. Neither escalated the situation. This Officer shoukd be training others.

@@trm4life Yes, it's a bad decision. The consequences of it will likely push him further into a corner, and make him more likely to make bad decisions in future. He's obviously no young Einstein, but parents and schooling seem to have failed to instill in him any ability at all to make good decisions. He's obviously not alone in being in this situation, it's no good for society to have people like him in it, and it's no good for him personally. This isn't a matter of race, because you see the same script played out with whites too.

If you run. You wont be getting a delivery job, USPS, UPS Fedex. Uber type job. Most trades wont hire you with that record. They cant because their insurance will reject. Not acting like "certain people" ever WANT to get a job but just FYI for other people. Use your head. A couple minutes running can have decades of negative side effects.

If the car gets towed anyway then it gets inventoried so that weed and a Glock would be a problem. It's still better than this result.

Attention future Arkansas felons - Realize that these AR troopers are trained to drive fast and aren't afraid to use the PIT. Plus it seems they get to practice at least twice a week. Just pull over and take your consequences.

I love how the officer keeps asking why he ran, as if he actual had a coherent reason. He ran because he didn't want to get caught, didn't want to be held accountable, because that is the instinct of someone that is ALREADY a breaking the law intentionally (speeding, suspended license, Glock in car, etc) - its not like he saw the officer and thought about he, he just went with his gut.

​@hand730It depends where the gun is in most states. Mine requires it to be in a compartment or holstered beneath the seat. Kid said he had it in his door, so possibly still a crime.

@hand730 I'm a bit older, and have been caught with weed my whole life. Never ran. Only caught 1 charge due to a zero tolerance law. Most cops will have you toss it. Also, I never complained. I knew what I did, and dealt with the consequences. That's the difference. This kid knew not to be driving around with weed and a gun on a suspended license, and then tried to run from the cops. Trying to defend such stupidity only illustrates how useless your opinion is.

@hand730 Again, you have absolutely no idea what you're yapping on about. The 0.03% thc reference you keep making from the Federal Farm Act limiting the thc content in hemp, and has nothing to do with actual weed. What you are mistakenly attributing that number to is the allowable thc content in otc cbd and thca products, not weed, which is 0.3% thc. CBD is not weed. Not only that, but states regulate the possesion of drugs and enforce those regulations locally, not the Fed. You're hopeless in your own ignorance.

The ASP, the Standard of Highway Patrol Officers that every state should emulate. No nonsense, end chases as quickly as possible, and still maintain total professionalism the whole time. Funny, but they remind me a bit of the Alaskan State Troopers...both great departments.

Trooper is calm and collected with authority in his voice. Suspect was smart enough to recognize and obey that authority even as he's stupid enough to drive like an idiot. First rule is do not draw attention to your car with minor infractions like expired tags and no insurance or faulty equipment. Speeding is a really bad idea as well.
