Hacking into the cams can be pretty easy if you know where to look. Since he has wireshark I doubt it was a far fitch from figuring out their CCTV ip address. Heck, if you type a certain URL link into google you'll get a bunch of cameras all over the world, normally unsecure.

I once applied for a job in a call center where I had to sell some kind chiropractic devices to Americans. I think I had to ask for their social security number and if they accepted I would transfer them to someone else. I'm not sure if it was a scam I went only one day because it was a really crappy job where everyone was rude at you. I hope it wasn't some kind of scam thing. Fortunately I never actually got to sell anything to those people because I'm crappy at sales.
