To be fair, Nakamura does have a rugged face that seems to have been through a lot. In a good way. Honestly, people who don't know him would think he has connections with the darker side of society, whether as law enforcement or not. Also, the pair shot with Mafia Kajita makes him look like the oyabun to me though, with Mafia as the bodyguard.
