I’m a bit confused. They were investigating two people that were being abused, but they found out 10 people were abusing, and then they found out the investigator that was investigating the abusers had been abusing people is that what happened? But now they found a woman to investigate investigators that were investigating, but she’s getting $180 to investigate, which is clearly abusive I don’t know.

I'm not sure I fully understand your comment, but people in certain positions are "Mandatory Reporters". If they see, hear, or even suspect that a child has/is being abused, they must immediately report if it to the proper authorities and failure to do so is a crime. I suspect that some/most of the people under investigation are mandatory reporters who failed to take the required actions.
