What you stated definitely applies to SOME undecided voters, but there are other reasons that a person being interviewed may tell the pollster that they are "undecided" (e.g. when they were asked, they were with their spouse/friend/boss/supervisor/etc who has extremely strong political opinions, so they decided to avoid a future discussion by saying they are "undecided"...)

During the previous administration, we were moving forward with full employment at 33.3% in black unemployment was at a historically low level according to the Bureau of Labor Statistics.
