The reason why Tsukishima is way more scarier to fight against than Hinata is that Tsuki is way too calm and collected even under pressure. And at times like that, he can still use his head to think, analyze and calculate, planning tactics etcetera which is the very opposite of Hinata. If Hinata also had this kind of skill, he would be unstoppable.

The manga is complete actually! It ended in 2020. Also, yes Nekoma is in the tokyo prefecture while karasuno is in miyagi. They can only play each other if they both qualify for nationals - and some qualifying criteria is different too. Miyagi, karasuno, has only the 1st place winner qualify for the tournament, while tokyo this year will have 3 winners qualify, as it is the host city.

Tokyo is the host city, but also has like 1/3 of the whole Japan population, so more teams, more competitions. It wouldn't be fair to just have 1 team from each prefecture
