So how does one find and sign up for these? Is there a special website or does each company have their own way of offering them?

Great question! I travel mostly with Princess Cruises and I know that their Repositioning cruises are listed under Transatlantic Cruises. Once you look at the ones available, you can see that they are all discounted to various degrees and they only appear at certain times of the year (spring and fall). You may find that other cruise lines do the same. Hope this helps in your search. Good luck and bon voyage.
