Yes, most photos on phones can be corrected in a similar way. Go to the photo in your photo library and click the crop tool (It looks like 2 letter L flipped over one another), then there are usually sliders where you can drag to straighten a vertical or horizontal issue with a photo. It will usually also give you a set of grid lines so you can see when you are lined up. If your photo library does not have a crop tool, then you can download Photoshop Express app for free and select the crop tool in the app. Then use rotate and transform tools to straight up the image. This app can also do much more.
