Yes, most photos on phones can be corrected in a similar way. Go to the photo in your photo library and click the crop tool (It looks like 2 letter L flipped over one another), then there are usually sliders where you can drag to straighten a vertical or horizontal issue with a photo. It will usually also give you a set of grid lines so you can see when you are lined up. If your photo library does not have a crop tool, then you can download Photoshop Express app for free and select the crop tool in the app. Then use rotate and transform tools to straight up the image.
