With both of those together you may actually be able to view your lights from GOES 15 or 16 (weather satellite) which have a resolution of 0.102 miles^2 or .25km^2. A "SDR" is a software defined radio. It's also generally used as a term for a radio receiver that you can directly plug into a computer without requiring any extra unique/special hardware. They run from around $40 for a cheap one up to around $1000. With additional software you can decode things ranging from SSTV to satellite imagery to satellite TV including 'normal' radio frequencies such as HAM and AM/FM radio. Hopefully this explains it to you a bit better.
