I’d say it’s not strength alone since he was formerly known as the Navy Hunter. It’s probably a combination of his strength as well as the possibility of Mihawk himself doing the hunting again. It’s kinda the same as Shanks where both have really been pretty passive since becoming a Yonko and Warlord. So I’d expect both of their bounties to increase substantially once they start to move against the government proper.

Sure, he has worked for the Government, but the biggest/major part of Mihawk's bounty is his power, you can't deny it.

The even funnier stuff is that’s his feats aren’t lies, he do belong to the pirate king crew, he was like a brother to shanks and he was already escaping (trying) impel down even before luffy got there and was a big factor leaving the prisionera open to distract Magellan, they overstate his strength and importance but his feats aren’t lies, another feats that wg may or may not known: Injure the future greatest swordsman and make him run away Almost kill the king of the pirates when they rematch but the most wanted man (dad ) save luffy Drinking buddy of ace Survive marineford including attacks of mihawk akainu kizaru and aokiji.

The bounties were a surprise overall: At least Chopper was finally addressed as the Doctor with his small increase (I guess CP0 only took him into account against Queen's virus as he really didn't do much fighting Queen in general). Franky is now in Sanji's predicament with a misleading image, but now as just Sunny. Nami should've realized taking down an Exec. would've increased her a lot. I'm more surprised about the increase with Usopp's bounty as he didn't do much in the Raid War for CP0 to raise it as Usopp didn't take down any of Kaido's Members {He was originally fighting Page One, but Big Mom stole it by Conqueror-Crushing him into KO-submission}. At least Robin & Brook seemed happy with their new bounties. And with Jinbe now overtaking Sanji, I guess the difference all resulted on who their opponent was (Zoro's was obvious with fighting Kaido's Right-hand King who's a wanted last-race Lunarian): Queen was a Top Exec & a former MADS scientist, while Who's Who was an Exec, a former CP9 (equal to Lucci), & had a history with Nika & the Gomu Gomu no Mi. With those in mind, it makes sense Jinbe's victory over Who's Who gave him more of a boost in the eyes of CP0~Gov.; after all CP0's main objectives for being in Wano in the first place were: Luffy's defeat/death, Robin's capture, AND ensuring the termination of Who's Who - Plus I found it funny that Jinbe got to feel the pressure of Nami's conqueror's haki-level anger

Zoro, Sanji, Jinbe, and Robin all got massive increases because they are seen as the biggest threats. All the others got a 300mil flat increase for being recognized as top officers of an Emperor crew. Except Chopper, because they still think he's a pet. That's why Usopp has a 500mil bounty even though he didn't do much. He was already at 200mil after becoming God Usopp in Dressrosa.

About Mihawk's epithet of "Navy Hunter" or "Marine hunter", it wasn't because he went around hunting marines specifically. When he first started out, he would simply seek out strong opponents to fight, marine or pirate. All the pirates he defeated were not recorded because he never took them to the navy to collect their bounties. But all the Marines he defeated were recorded cause well, chain of command. So even tho he hunted both Pirates and Marines in search of a good fight, he got the epithet of "Navy/Marine Hunter".
